Definition

Data from the ‘ChildStory’ client management system passes through the ‘Corporate Information Warehouse (CIW)’ data warehouse and is loaded onto the Federated Analytics Platform on a monthly basis. This distribution forms the basis for internal and external reporting and published figures in this domain.

Specific Information:

This is a calculated period within CIW and is based on joining placement records.  It also uses legal orders specifically for calculating adoption and guardianship groupings.

Data from the ‘ChildStory’ client management system passes through the ‘Corporate Information Warehouse (CIW)’ data warehouse and is loaded onto the Federated Analytics Platform on a monthly basis. This distribution forms the basis for internal and external reporting and published figures in this domain.

Data included in this distribution is a subset of the fields recorded via ChildStory and those made available in CIW. The underlying data has been conformed into a ‘flat’ table in order to simplify analysis. 

1.    Each row in the database represents a single care event.
a.    A new Care Event (and therefore new row) is generated when there is a change in the particulars of the child’s arrangement(s) such as: caregiver, placement provider, placement purpose, legal order/Parental responsibility or case.
i.    A care event is an artificial information construct built in the data warehouse to denote key changes to the various source system data which is related to services provided to a Child or Young Person. Changes may occur when a new element starts, varies or ends; therefore, Events are time based and marked by a start date and an end date. As change happens over time, the data warehouse creates new consecutive non-overlapping events as new rows in the events table.  Though the construct is called Care Events, it does in fact capture and calculate events not related to “care” such as the period a CYP was not in care.

2.    One or more Care Events (and therefore multiple rows) make up a single placement.
a.    A placement conceptually represents a continuous period with the same individual caregiver or agency from the perspective of the child. 
b.    Multiple care events with the same placement start date, end date and placement id belong to a single placement
c.    Variables that are relevant to the placement (e.g. placement type, provider or exit reason) will be the same for every care event making up the placement
d.    A new placement will be generated when the caregiver or agency changes.

3.    One or more Placements make up a single Care Category
a.    A Care Category conceptually represents a single unbroken period in OOHC or ‘not in care’
b.    A Care Category can be comprised of one or more placements
c.    Multiple Care Events with the same care category start date, end date and care category ID belong to the same Care Category.
d.    Care Categories will cover the entire period from the child first entering care to the child ageing out of OOHC. Care categories of the same type cannot be back to back, so a period in OOHC will always be followed by a period ‘Not in Care’ and vice versa.

Aged Data:

Data is loaded two months after the end of each calendar month, to allow for two months of ‘ageing’ during which users of the ChildStory system continue to enter or amend records related to casework.

Information is often recorded in the source system after the fact. Data ageing provides an opportunity for the information to be recorded and provides a more accurate depiction of the real world.

Unaged data is useful for tracking compliance with recording and identifying tasks that are outstanding, and is only suitable for use by district staff for the purpose of managing outstanding casework tasks.
