Definition

The rate of children and young people entering out-of-home care (OOHC), is calculated as the total number of children and young people entering out-of-home care OOHC, divided by the population aged 0-17 years published in Australian Bureau of Statistics (ABS), multiplied by 1,000.

Populations used in rate calculations are based on Australian Bureau of Statistics, Estimated Resident population, NSW, at 30 June 2016.

The numerator is the count of unique child identifiers where Care Category = 'OOHC' and the Date of First Time Entry is within the specified reporting period.  The report date must be after or equal to the Event Start Date and the Event End Date is empty.
