    Enterprise-wide Business Glossary

    The Enterprise-wide Business Glossary is a list of business terms and their definitions, within the context of the Department of Education, to ensure the same definitions are used department-wide when analysing data.

    GI Adjustment
    Glossary Item

    Are actions taken to enable a student with disability to participate in education on the same basis as students without disability. 

    On the same basis means that students with disability are provided with opportunities and choices that are comparable to those available to students without disability. 

    Reasonable adjustments are actions taken to enable students with disability to participate in education on the same basis as other students while balancing the interests of all parties. 

    Depending on the circumstances, adjustments can be made to practices, services, policies or procedures. 

    GI Award
    Glossary Item

    A legal document that will outline the minimum conditions of employment; and will operate in conjunction with the relevant employment legislation; and will cover an industry or an occupation; and will stipulate minimum wage entitlements; and leave entitlements; and hours of work; and penalty, overtime and casual rates; and shift allowances; and other minimum conditions.

    GI Carer
    Glossary Item

    A person who has been authorised by a designated agency under the Children and Young Persons (Care and Protection) Act 1998 section 137, to provide short or long term care where a child or young person cannot stay with their parents. An authorised carer may be foster, relative or kin and provide day-to-day care, support, and assistance to children or young people in OOHC.

    GI Casual Employment
    Glossary Item

    A condition of employment that has no guaranteed hours or set days of work; and will not receive paid sick leave; and will not receive paid annual leave.

    GI Casual Teacher
    Glossary Item

    A Casual Teacher is engaged to fill vacancies full time for less than four weeks or part time for less than two terms. If vacancies exceed these parameters a temporary teacher must be engaged.

    GI Conditions Award
    Glossary Item

    An award that will apply to employees in the Department of Education and provides conditions of employment for Education Support Staff.

    GI Consultant
    Glossary Item

    A person who will perform a specialist service; and is engaged under a Standard Form Agreement; and is not an employee.

    GI Contractor
    Glossary Item

    A person who will perform one or more functions; and is engaged through an agency under a fixed term contract; and is not an employee.

    GI Curriculum
    Glossary Item

    A plan for learning consistent with the Education Act 1990 based on mandated and approved syllabus and course documents as well as current department policies and procedures; that should be met at each stage of learning from Kindergarten to Year 12; and will include Key Learning Areas.

     

    GI Disability
    Glossary Item

    Disability is defined as: 

    • total or partial loss of bodily or mental functions. 

    • total or partial loss of a part of the body. 

    • the presence in the body of organisms causing disease or illness. 

    • the presence in the body of organisms capable of causing disease or illness. 

    • the malfunction, malformation or disfigurement of a part of the body. 

    • a disorder or malfunction that results in the person learning differently from a person without the disorder or malfunction. 

    • a disorder, illness or disease that affects a person’s thought processes, perception of reality, emotions or judgement or that results in disturbed behaviour. 

    The definition includes a disability that: 

    • exists now; or previously existed but no longer exists. 

    • may exist in the future (some disabilities develop at a later date due to genetic or other factors). 

    • is imputed (attributed) to a person. 

    Behaviour that is a symptom or manifestation of the disability is specifically included in the definition of disability. 

    GI Education
    Glossary Item

    Education is the process that equips students with knowledge, understanding, values and confidence.

    GI Employee
    Glossary Item

    A person who will perform one or more functions; and will receive remuneration directly from DoE; and will have entitlements described under a registered award; and will have entitlements described under legislation.

    GI Employment Contract
    Glossary Item

    A contract that will stipulate the conditions of employment and will apply to an employee in a Senior Executive position.

    GI Enrolment
    Glossary Item

    A process that will determine the admission of a student; and will enable the planning of education for the student; and will aid the school in determining resource requirements; and will facilitate the smooth transition of the student into the school.  

    GI Enrolment Application Form
    Glossary Item

    A form that will request the enrolment of a student; and will capture information about the student; and capture information about the family; and identify the learning and wellbeing needs of the student; and identify the support needs of the student.

    Note: the application is the written record of a student enrolment. They include blank, printed or downloaded forms, prefilled printed forms or online applications submitted through the department’s online enrolment system.

    Synonyms: Enrolment Form, Enrolment Application.  

     

    GI Extensive Adjustment
    Glossary Item

    Is when students with disability and very high support needs are provided with extensive targeted measures and sustained levels of intensive support. These adjustments are highly individualised, comprehensive and ongoing. 

    Adjustments to the regular educational program occur at all times. 

    Examples of extensive adjustments may include: 

    • intensive, individualised instruction or support in a highly structured or specialised manner for all courses and curricula, activities and assessments 

    • intensive, individualised instruction to support multiple areas of communication 

    • planned, highly specialised and/or intensive health, personal care and/or safety support or intervention 

    • enabling access to learning through: 

      • specialised equipment 

      • highly modified classroom and/or school environments 

      • extensive support from specialist staff. 

    GI Framework
    Glossary Item

    An outline that will support an approach to an objective; and will service as a guide; and will contain interlinked items.

    GI Full-time Employee
    Glossary Item

    An employee that is assigned to work the maximum of the standard weekly hours of their role.  

    Ordinary hours (as per Flexible working hours agreement 2022) are 35 hours per week, for most temporary/permanent/ongoing employees. 

    Note: There are variations:
    * School Administrative Officer / School Learning Support Officer / Aboriginal education Officer: 31 hours 15 minutes per week
    * School Administration Manager: 33 hours 20 minutes per week
    * Business Manager: 35 hours per week
    * General Assistant / Farm Assistant: 38 hours per week

    GI Full-time Student
    Glossary Item

    A student who undertakes at least a full-time study load.

    GI Government School
    Glossary Item

    A school that will provide free education to Australian citizens; and will provide free education to Australian permanent residents; and will provide free education to certain Temporary Visa holdersand will be operated by the NSW Department of Education; and will receive funding from state and federal government.


     Synonym: Public School, State School

    GI Home Schooling
    Glossary Item

    Education that is delivered in the child's home by a parent or guardian; and must be based on NSW Education Standards Authority (NESA) curriculum; and does not include distance education provided by a school in which the child is enrolled.


    Synonym: home education

    GI Intake Area
    Glossary Item

    A defined area that students must reside in to be eligible for guaranteed enrolment at the local government school; and is dependent on the student's home address; and will be determined by the Department of Education; and will involve consultation between SINSW and the Director of the local principal network;

    Synonyms: school area, local school area, boundary, catchment, school catchment, drawing area, local enrolment area

    GI Key Learning Area
    Glossary Item

    Are Categories used to group like subjects as identified in the Education Act 1990; and will have one or more syllabuses; and will be one of the following:
     

    • English
    • or Mathematics
    • or Science
    • or Human Society and its Environment (HSIE)
    • or Languages
    • or Technological and Applied Studies
    • or Creative Arts
    • or Personal Development, Health and Physical Education (PDHPE)
    • or Vocational Education and Training
    GI Learning Needs Assessment
    Glossary Item

    A review that will tailor the education delivery for a student; and will indicate any learning adjustment needs; and will identify any special circumstances.


    Note: special circumstances include personal situations that would affect the student's wellbeing

    GI Local and non-local school
    Glossary Item

    Indicates whether the school that the student is enrolled in is within or outside of an intake area. For example, the local school is the school that the child is entitled to enrol in, based on being eligible to attend the school and residing within that school’s intake area.  

    Synonyms: in-area, out-of-area

    GI Non-government School
    Glossary Item

    A school that will provide education and is not a government school.

    Synonym: Private School

    GI Normal School Hours
    Glossary Item

    Normal School Hours is a specified period of time that indicates/describes when the school is open for instruction

    GI Ongoing Employment
    Glossary Item

    A condition of employment that does not specify an end date in the offer.

    Synonym: Permanent Employment

    GI Part-time Employee
    Glossary Item

    An employee who works less than the ordinary hours of their role as prescribed in the Full-time Employee term.

    GI Part-time Student
    Glossary Item

    A student who undertakes some study, but less than a full-time study load.

    GI Primary Education
    Glossary Item

    Education that offers between Kindergarten and Year 6 curriculum.

    GI Primary School
    Glossary Item

    A school that delivers Primary Education.

    GI Prospective Student
    Glossary Item

    A person who is in the process of enrolling in a school.

    GI Quality Differentiated Teaching Practice
    Glossary Item

    Is when students with disability are supported through active monitoring and adjustments that are not greater than those used to meet the needs of diverse learners.  

    These adjustments are provided through usual school processes, without drawing on additional resources, and by meeting proficient-level Teaching Standards under the Australian Institute for Teaching and School Leadership (AITSL)

    GI Scholastic Year
    Glossary Item

    The year of study that will deliver a specific curriculum within the education continuum.

    GI School
    Glossary Item

    An education organisation that will provide learning opportunities for students; and will provide primary education; and/or provide secondary education; and will not include tertiary education; and must be a registered school.

    GI School Administrative and Support Staff (SASS) Award
    Glossary Item

    An award that will apply to employees in NSW government schools if the employee is not a teacher and is employed under the Education School Administrative and Support Staff Act.

    GI Secondary Education
    Glossary Item

    Education that offers between Year 7 and Year 12 curriculum.

    GI Secondary School
    Glossary Item

    A school that delivers Secondary Education.

    GI Stage
    Glossary Item

    An incremental period that will identify the phase in the learning progression of a student; and will include one or more Scholastic Years.

    Note: There are seven stages of learning.

    GI Statutory out-of-home care
    Glossary Item

    The Minister for DCJ holds parental responsibility for a child/young person, by order of the Children’s Court.   

    The order requires the child/young person to live with a person who is not their parent in a place which is not their parental home, such as foster, residential or kinship care.  

    Parental responsibility may be delegated by DCJ to a non-government organisation, which takes responsibility for case management and engaging/supporting carers.

    GI Student
    Glossary Item

    A person who is enrolled in a school.

    Synonym: learner, pupil

    GI Student Risk Assessment
    Glossary Item

    A review that will develop the appropriate strategy to manage the risk of harm and will contribute to the safety of all students and staff.


    Note: A Risk Assessment may or may not be required and is based on information provided on the application.

    GI Substantial Adjustment
    Glossary Item

    Is when students with disability who have more substantial support needs are provided with essential adjustments and considerable adult assistance. 

    Adjustments to the usual educational program occur at most times on most days. 

    Examples of substantial adjustments and may include: 

    • additional support or individualised instruction in a highly structured manner, including adjustments to most courses, curriculum areas, activities and assessments 

    • personalised and explicit instruction to support one or more areas of communication 

    • planned health, personal care and/or safety support or intervention, in addition to active monitoring and supervision. 

    Adjustments to enable access to learning may include: 

    • specialised equipment 

    • specific planning for access to activities or facilities 

    • closely monitored playground supervision 

    • modification to school environments, such as buildings and facilities 

    • environmental adjustments to support participation in learning 

    • provision of specialist advice on a regular basis 

    • support from specialist staff. 

    Adjustments at this level generally: 

    • are considerable in extent 

    • occur within highly structured situations. 

    GI Supplementary Adjustment
    Glossary Item

    Is when students with disability are provided with adjustments that are supplementary to the strategies and resources already available for all students within the school. 

    Adjustments occur for particular activities at specific times throughout the week.  

    Examples of supplementary adjustments may include: 

    • adapted and additional instruction in some or many learning areas or specific activities 

    • personalised and explicit instruction to support one or more areas of communication 

    • planned health, personal care and/or safety support, in addition to active monitoring and supervision 

    Adjustments to enable access to learning may include: 

    • specialised technology 

    • support or close supervision to enable participation in activities or the playground. 

    • modifications or support to ensure full access to buildings and facilities. 

    GI Supported out-of-home-care
    Glossary Item

    Parental responsibility for a child/young person is transferred to a relative/kin or suitable person, by order of the Children’s Court. All decisions for the child are made by the carers.

    GI Syllabus
    Glossary Item

    Describes the essential learning required in each subject by identifying the knowledge and skills to be learnt.

    GI Teaching Services Award
    Glossary Item

    An award that will apply to employees in NSW government schools; if the employee is a teacher; and is employed under the Teaching Service Act

    GI Temporary Employment
    Glossary Item

    A condition of employment that will specify an end date in the offer.

    GI Voluntary out-of-home care
    Glossary Item

    Now known as Specialised Substitute Residential Care (SSRC) arrangements. SSRC is an arrangement between a parent and an organisation for a child to receive care away from their usual home, for three or more nights in any seven-day period.   

    The child is not in need of care and protection, and there are no court orders. Support is primarily funded by the National Disability Insurance Agency (NDIS).
