Rationale

‘Priority access to those in greatest need’ is an proxy indicator of NSW Governments’ objective to provide services in an equitable manner. It is is defined as the proportion of new housing allocations that were to households in greatest need. Greatest need households include households that at the time of allocation are homeless.

A high or increasing proportion, particularly for short timeframes, may indicate a high degree of access for those households in greatest need.

Alignment: This aligns with national reporting in the Report on Government Services (RoGS) and with the National Affordable Housing Agreement (NAHA).

The numerator is a count of records where the Register is equal to 'Housing Register' and the Application List Status is equal to 'Priority assessment - live' either 'Active / live.'  The numerator includes the Categories is equal to priority ('Priority At Risk', 'Priority Disability', 'Priority Domestic Violence', 'Priority Eviction', 'Priority Homeless', 'Priority Medical', 'Priority Severe Overcrowding', 'Priority Refuge', 'Priority Tenancy Reinstatement', 'Priority Private Rental Subsidy', 'Priority Tenancy Reinstatement', 'Priority Out-Of-Home Care' and 'Priority Redress / Reparation'). This is at the time of reporting (selected by the Extract date).

The denominator is the number of Newly housed in social housing.
