Definition

This refers to the total number of Aboriginal children and young people in out-of-home care (OOHC) who were placed with a relative or an Aboriginal carer, as a proportion of the total number of Aboriginal children and young people in OOHC, during the reporting period.

Framework Dimensions

Rationale

The Aboriginal and Torres Strait Islander child placement principle comprises five domains; prevention, partnership, placement, participation and connection. The placement domain specifies the following priorities:

  • placement with Aboriginal or Torres Strait Islander relatives or extended family members, or other relatives or extended family members
  • placement with Aboriginal and Torres Strait Islander family‑based carers.

A high and increasing proportion of Aboriginal children and young people in OOHC placed with a relative or an Aboriginal carer is desirable. 

Alignment: This aligns with the Report on Government Services (RoGS).

Data ageing:

  • Data ageing is two months, unless otherwise indicated. Therefore, the data for this measure will be available two months after the end of the month in which the data first becomes available.

Data limitations:

  • In 2017-18 changes were made to OOHC counting rules to better align those with national reporting and to also better reflect the legal status of clients in OOHC. The result as at 30 June 2018 is not directly comparable to historic data previously published.
