Definition

The number of children aged 16-17 years in OOHC with parental responsibility to the Minister (PRM) who have a current and approved leaving care plan, at the reporting period.

The percentage figures refer to the total number of Aboriginal and non-Aboriginal total number of young people aged 16-17 years in OOHC with parental responsibility to the Minister as at the month end or 30 June who had a current leaving care plan, as a percentage of the total number of Aboriginal and non-Aboriginal young people aged 16-17 years in OOHC with parental responsibility to the Minister as at month end or 30 June, who entered care before 90 days the reporting period.

Note: caseworkers are required to complete a leaving care plan after 90 days in care for a young person.

Framework Dimensions

Rationale

This indicator allows the monitoring of Leaving Care Plan compliance for all DCJ and NGO managed children in care. Young people leaving out-of-home care and making the transition to independent living often do not have the level of support (emotional, social and financial) available to most young people in their transition to adulthood. The transition often occurs at an earlier age and in a more abrupt manner than it does for their peers not in out-of-home care.

Children leaving care without a plan are at higher risk of:

  • Homelessness
  • Financial issues
  • Unable to access to assistance.

Alignment: This aligns with the leaving care indicator in the Safe and Supported: the National Framework for Protecting Australia’s Children 2021 - 2031.

The numerator is a count of unique Child Identifiers where the value for Parental Responsibility Group is equal to 'PR to Minister' or 'PR to Minister (Protected Person)' or 'Care Responsibilities to Secretary' and the Legal Order Identifier is not missing. The Event Start Date is before or during the reporting period, and the Event End Date is empty. The value for Age is 16 or 17.

In addition, the OOHC Case Plan Start Date is in the last 12 months, the Approval Status is equal to 'Approved' and not equal to 'Cancelled', and the value for Leaving Care Plan is equal to 'Yes - planning for leaving care' (prior to September 2022, the value for Plan Goal is equal to 'Leaving Care').

The denominator is a count of unique Child Identifiers where the value for Parental Responsibility Group is equal to 'PR to Minister' or 'PR to Minister (Protected Person)' or 'Care Responsibilities to Secretary' and the Legal Order Identifier is not missing. The Event Start Date is before or during the reporting period, and the Event End Date is empty. The value for Age is 16 or 17.
