Definition

The rate of Aboriginal children and young people in out-of-home care (OOHC) is calculated as the number of Aboriginal children and young people in OOHC, divided by the Aboriginal population aged 0-17 years published in Australian Bureau of Statistics (ABS), multiplied by 1,000.

Population used in rate calculation are based on Estimates and Projections, Aboriginal and Torres Strait Islander Australians, 2001 to 2026 and ABS Estimated Resident Population, NSW, LGA by age and sex, at 30 June.

The Aboriginal population aged 0-17 years comes from the Census data of Aboriginal child population by age and LGA to calculate percentage of Aboriginal population in each District using an LGA-district concordance file.

Computation

The numerator is the count of unique Child Identifiers where Placement Flag is equal to 'Y' in the reporting period. The report date must be after or equal to the Event Start Date and the Event End Date is empty.  For Aboriginal children and young people, the status must be equal to 'Aboriginal'. 

The denominator is the population aged 0-17 years.  For Aboriginal, the status must be equal to 'Aboriginal.'

Framework Dimensions

Rationale

The rate of children and young people per 1,000 an indication of the extent to which Aboriginal and Torres Strait Islander children are overrepresented in child protection services.  Overrepresentation can reflect the uneven distribution of structural and relative disadvantage in a population, in addition to risk factors including economic and social factors, and can indicate a greater need for appropriate supports and services. This indicator is the key input into disproportionality ratios.

Alignment: This aligns with national reporting in Report on Government Services (RoGS).

Benchmark

By 2031, reduce the rate of overrepresentation of Aboriginal and Torres Strait Islander children (0-17 years old) in out-of-home care by 45 per cent.  The baseline is 54.2 per 1,000 children in 2019.
