Definition
The proportion of children and young people involved in Risk of Significant Harm (ROSH) reports where actual harm or risk of harm was substantiated from finalised field assessments within 60 days from contact, during the reporting period.

Rationale
The proportion of children and young people at ROSH with a field assessment completed within 60 days is an indicator of NSW Government's objective to provide child protection services that are responsive, ensuring that notifications are responded to, and investigations are completed, in a timely and appropriate manner. High and increasing proportions of investigations commenced and completed in shorter periods is desirable.
Alignment: This aligns with reporting on response time in the Report on Government Services (RoGS).
Calculation rules
- Computation
The numerator is the count of Child Identifiers where ROSH Flag is equal to 'Y' and the Field Assessment Status is 'Completed' and the value for Field Assessment Outcome is not 'Assessment not Proceeded'. (Where there are multiple reports exits, for each reporting period, for each child, the most progressed report is used. If a single report is not identified, then the report with the earliest Contact Start Date is used.) Additionally, the Field Assessment End Date is less than or to equal to 60 days from the Contact Start Date, in the reporting period.
The denominator is the count Child Identifiers where ROSH Flag is equal to 'Y' and the Contact Start Date is in the reporting period. (Where there are multiple reports exits, for each reporting period, for each child, the most progressed report is used. If a single report is not identified, then the report with the earliest Contact Start Date is used.)

Data ageing:
- Data ageing is two months, unless otherwise indicated. Therefore, the data for this indicator will be available two months after the end of the month in which the data first becomes available.

In 2009 the threshold for legislative statutory authority intervention was amended from ‘risk of harm’ to ‘risk of significant harm’.
The NSW Interagency Guidelines outlines what is meant by ‘significant’ in ‘risk of significant harm’.
- “This means the concern is sufficiently serious to warrant a response by a statutory authority (such as NSW Police Force or Community Services) irrespective of a family’s consent.
What is significant is not minor or trivial and may reasonably be expected to produce a substantial and demonstrably adverse impact on the child or young person’s safety, welfare or wellbeing, or in the case of an unborn child, after the child’s birth.
The significance can result from a single act or omission or an accumulation of these.”
